Turkey is prepared to organize new peace talks between Russia and Ukraine, as well as a potential leaders’ summit in Istanbul. This announcement was made by Turkish Foreign Minister Hakan Fidan during his address at the TRT World Forum 2025, specifically during the session “The Return of High-Risk Diplomacy: Middle Powers and the Emerging Multipolar Order.”

Turkey, which has previously hosted rounds of negotiations between Moscow and Kyiv, reaffirmed its role as a unique mediator, emphasizing diplomacy as the sole viable path to conflict resolution.

“As a country that maintains constructive dialogue with both sides, Turkey successfully facilitated their return to the negotiating table through the Istanbul process,” the Turkish diplomatic chief emphasized.

During his speech, Fidan noted that the international system is undergoing a profound transformation: “If we had to describe the current international system in one word, it would undoubtedly be ‘uncertainty’…” he stated. “Our vision is clear: we firmly stand for cooperation, dialogue, and inclusive multilateralism.”

He stressed that major powers are losing functionality, and humanity is moving towards multipolarity. Turkey will collaborate closely with partners committed to building a more just and balanced international system.

NEWSROOM IN notes that this April, at the Antalya Diplomatic Forum (ADF 2025), the Turkish Foreign Ministry already addressed the issue of confrontation becoming the new norm between countries, displacing diplomacy. It was then that Turkey set a trend for restoring diplomacy’s role as a stabilizing force. This involved not only traditional negotiations but also new approaches such as: digital tools, climate diplomacy, engagement of non-governmental organizations, innovative mediation strategies, and regional cooperation mechanisms.
