U.S. Secretary of State Marco Rubio stated that Ukraine peace talks currently offer no prospects for resolving Russia’s war at the negotiating table. According to Rubio, both sides have shifted toward a scenario of sharp mutual escalation.

“At this moment, no prospects for a diplomatic settlement are in sight,” Rubio said in an interview with the Greek newspaper
Kathimerini, explaining that Russia demands full control over the Donbas as a precondition, while Ukraine considers that unacceptable.

Rubio emphasized that the United States shares the “world’s concern over the risk of escalating conflict,” which “could affect other countries and turn into a broader confrontation” due to repeated attacks on commercial vessels in the Black Sea.

The U.S. remains ready to play a constructive role in the negotiation process to help broker a peace agreement. “We have tried to do this before, but so far that goal remains out of reach… This war is already in its fifth year, even though no one initially planned for things to unfold this way. I don’t think this is how Putin envisioned the conflict, so events did not go according to his script,” Rubio said.

Ukraine Peace Talks Stall as Responsibility Falls on Putin

NEWSROOM IN notes: For an extended period, the U.S. administration’s public strategy relied on deliberate optimism and the premise of a quick deal framed around a mutually beneficial business approach. The White House effectively sought to convince Vladimir Putin that he wanted an exit from the war without losing face and was merely waiting for a suitable opening.

Visits to Moscow by Donald Trump’s emissaries, including Jared Kushner, Steve Witkoff, and CIA Director John Ratcliffe, provided a diplomatic olive branch and an opportunity for a compromise exit. However, the Russian leader flatly refused to soften his ultimatums. A blunt exchange in which Kushner directly questioned Russia’s capacity to swiftly capture the Donbas deprived Moscow of a convenient propaganda talking point claiming the West refused to negotiate. This latest statement by Marco Rubio officially concludes that period of diplomatic probing and persuasion. Full political responsibility for the continuing war of attrition and the coming winter escalation now rests personally on Putin.
