The Bundeswehr Lithuania mission has failed to meet recruitment targets for the initial phase of the 45th Armored Brigade, which is scheduled for deployment by 2027. Only 209 soldiers—approximately 10.6% of the 1,971 personnel required for the first stage—have volunteered for the mission. This significant shortfall jeopardizes the deployment schedule and is forcing the German Ministry of Defense to consider mandatory assignments.
Bundeswehr Lithuania – Recruitment Failure by the Numbers
According to reports from the German outlet RND, the staffing situation for the brigade is critical. Despite the project’s high geopolitical stakes, interest among personnel in serving on NATO’s eastern flank has proven minimal.
Experts note that this recruitment “affront” is driving Bundeswehr leadership to discuss the unpopular measure of ordering soldiers to Lithuania without their consent. By 2027, the Bundeswehr plans to station a total of 4,800 military personnel and 200 civilian specialists in the country.
German MoD Response and Incentives
Official Berlin maintains that the formation of the unit is proceeding “according to plan.” To rectify the situation and avoid forced deployments, the Ministry of Defense is preparing a package of incentives:
- Increased financial allowances and the provision of high-quality housing.
- Guaranteed employment opportunities for military spouses.
- Potential reduction of the minimum deployment term in Lithuania to one year, down from standard terms.
The deployment of the 45th Armored Brigade is a cornerstone of Germany’s commitment to strengthening Baltic security. However, the current labor shortage could push the unit’s full readiness beyond the 2027 deadline.

NEWSROOM IN notes that in December 2023, the defense ministers of Germany and Lithuania signed an agreement for the permanent stationing of a Bundeswehr brigade on Lithuanian soil. The force is intended to comprise five battalions, including tank and artillery units.
The plan assumes that personnel will be stationed permanently and will relocate to Lithuania with their families. Vilnius Mayor Valdas Benkunskas has hinted at the construction of a large “German district” with complete infrastructure, including schools and kindergartens. For now, the mayor has unveiled a commemorative plaque featuring a quote from German Chancellor Friedrich Merz: “Lithuania’s security is our security. Vilnius’s security is Berlin’s security.” (The quote was delivered in May 2025, when the Chancellor participated in the inauguration ceremony for the German Brigade in Lithuania).
Additionally, Lithuanian real estate agents are currently active in searching for housing—primarily houses and large apartments—for German military personnel. The “Deutsche Schule Vilnius” has also opened its doors to serve the children of German troops stationed in Lithuania.
