СЕО NEWSROOM IN Aivaras Balčiūnas обратился с открытым письмом к Президенту Еврокомиссии Урсуле фон дер Ляен и главе европейской дипломатии Жозепу Боррелю по вопросу информационной безопасности главного офиса ЕС — Еврокомиссии. Речь идет о нарушение конфиденциальности переписки, когда любой человек может легко и просто получить доступ к любой документации Еврокомиссии. И касается — скандального события, когда бывший главный редактор российского «Эхо Москвы» А.Венедиктов публично заявил, как сотрудники Еврокомиссии помогли ему найти и получить переписку третьих лиц.

Открытое письмо Урсуле фон дер Ляен и Жозепу Боррелю

Уважаемые мадам Президент и мистер Верховный представитель!

Обращаюсь к Вам с открытым письмом по событию, которое вызвало большой резонанс в обществе. Ваши ответы на вопросы в рамках этого события представляют общественный интерес для всех граждан Евросоюза.

Суть события

8 и 9 марта 2023 года бывший главной редактор российской радиостанции «Эхо Москвы» Алексей Венедиктов опубликовал в социальной сети Telegram скрины писем в поддержку снятия санкций с российских бизнесменов с подписями россиян, которые себя позиционируют как «российская оппозиция». На скрине письма видно, что оно адресовано Президенту Еврокомиссии Урсуле фон дер Ляен и Верховному представителю Европейского союза по иностранным делам и политике безопасности Жозепу Боррелю. 9 марта Венедиктов в своём Телеграмм-канале, в частности, написал: «Все началось 14 октября. Уже там в письме Боррелю Леонид Волков поддерживает исключение Альфы из санкционного списка ровно в тех же терминах. Благодарю коллег из ЕС за документ». (ссылка 5).

В тот же день Венедиктов рассказал Телеграмм-каналу “Осторожно, Media” по поводу того, как он достал письмо из Еврокомиссии: » У меня много друзей в Европе, мне это письмо прислали». (ссылка 6).

Также 9 марта Венедиктов в интервью пропагандистскому российскому медиа РБК заявил, что он письмо украл. (ссылка 7).

Далее в многочисленных интервью он рассказывал, как сотрудники Еврокомиссии помогли ему получить письмо. Если объединить все его рассказы, то получается следующая картина:
— Венедиктов связался со знакомыми сотрудниками ЕК и спросил, есть ли у них письмо от представителя ФБК Леонида Волкова? Сотрудники ЕК пообещали поискать. Потом, по словам Венедиктова, они ему позвонили и сказали, что есть 2 письма. Венедиктов попросил своих собеседников прислать ему копии этих писем. Сотрудники ЕК помялись, сказали, что это конфиденциальная переписка, но потом письма Венедиктову переслали, сославшись на то, что раз грифа секретно на документе нет, то можно переслать.

Несколько человек, которые поставили подпись в письме в своих комментариях, выразили удивление тем, что письмо стало публичным. Они сказали, что согласились подписать документ в частном порядке. Также они сказали, что это письмо их попросили подписать адвокаты «Альфа-групп» для суда.

Дискредитация ЕС и ЕК

Это история вызвала у меня изумление. Исходя из того, что наговорил Венедиктов, получается, что офисы Еврокомиссии «дырявые»: любой человек по дружбе с сотрудниками ЕК может легко и просто получить доступ к любой переписке ЕК.

Если так все и было, то о какой информационной безопасности и о каком General Data Protection Regulation (GDPR) можно говорить, если сами сотрудники ЕК грубо нарушают регламенты.

В связи с вышеописанной ситуацией прошу ответить вас на следующие вопросы:
1. Передавали ли сотрудники ЕК письма гражданину России А. Венедиктову?
2. Если передавали, то на основании какого регламента?
3. Соответствует ли указанная Венедиктовым форма «сотрудничества» по сливу информации нормальной практикой для офисов Еврокомиссии?

4. Продолжит ли ЕК и далее сотрудничать с Венедиктовым (предоставлять информацию, давать интервью, приглашать на мероприятия)?

Р. S. :

— Алексей Венедиктов в последнее время не раз заявлял, что он бизнесмен, пенсионер, а не редактор СМИ.

— Венедиктов неоднократно публично говорил, что дружит с людьми из окружения Путина, в т. ч. теми, кто входит в санкционные списки ЕС.

— Расследование российского антикоррупционного проекта, а также расследования многочисленных общественных наблюдателей указывали на прямую связь Венедиктова с непрозрачными схемами финансирования пропагандистских проектов мэра Москвы Сергея Собянина, находящегося в санкционных списках ЕС, а также на его оправдание фальсификации выборов в России.

— Венедиктов публично заявляет о том, что продолжит общение в высшими чиновниками ЕС, давая понять, что он влияет на них.

Aivaras Balčiūnas, the CEO of NEWSROOMIN, forwarded an open letter to the President of the European Commission, Ursula von der Leyen, and the High Representative of the Union for Foreign Affairs and Security Policy, Josep Borrell, regarding the issue of information security at the primary office of the European Union — the European Commission. In response to a scandalous incident involving the former editor-in-chief of the Russian radio «Echo of Moscow,» A. Venediktov, who publicly announced that European Commission employees aided him in finding and retrieving third-party correspondence. The matter at hand concerns a breach of correspondence confidentiality, where seemingly any individual can easily access the documentation of the European Commission.

Open letter to Ursula von der Leyen and Josep Borrell

Dear Madam President and Mr. High Representative!

I am writing to you about an event that has caused great resonance in society. Your answers to the questions related to this event are of public interest to all the citizens of the European Union.

The essence of the event:

On March 8 and 9, 2023, Alexei Venediktov, former editor-in-chief of the Russian radio station «Echo of Moscow» published in the social network «Telegram» screenshots of letters in support of lifting sanctions against Russian businessmen with the signatures of Russians who positioned themselves as «Russian opposition.»

A screenshot of the letter shows that it is addressed to European Commission President Ursula von der Leyen and the EU High Representative for Foreign Affairs and Security Policy Josep Borrel. (links below 1,2,3,4).

On March 9, Venediktov wrote on his Telegram channel: «I thank my colleagues from the EU for the document» (link 5).

On the same day, Venediktov told the Telegram channel «Beware, Media» (controlled by Russian citizen K. Sobchak) about how he got the letter from the European Commission: «I have many friends in Europe, they sent me this letter» (link 6).

In addition, on the same day, Venediktov, in an interview with the Russian propaganda media outlet RBC, stated that he had stolen the letter (link 7).

Furthermore, in numerous interviews, he told how the European Commission staff helped him obtain the letter. Upon summarising all of his stories, the following picture emerges:

— Venediktov contacted the European Commission personnel with whom he had connections and inquired whether they possessed the letter from Leonid Volkov, a representative of the Anti-Corruption Foundation. The staff members committed to searching for the letter and subsequently informed Venediktov that there were two letters in existence. Venediktov requested that they provide him with copies of these letters. The staff members were initially hesitant, citing the confidential nature of the letters, but eventually forwarded them to Venediktov on the basis that the documents were not classified and, therefore, could be shared. Several individuals who signed the letter expressed surprise in their comments that the document had become public, noting that they had agreed to sign it privately. They further stated that Alfa Group lawyers had requested them to sign the letter for the trial.

Defaming the EU and the EC

This story left me astonished. Based on Venediktov’s statements, it appears that the offices of the European Commission are very vulnerable to leaks, allowing anyone with connections to EC personnel to gain access to any form of EC correspondence.

If this is indeed the case, what then becomes of information security and the General Data Protection Regulation (GDPR) if European Commission employees themselves are guilty of grossly violating regulations? Given the situation described above, I would like to pose the following questions:

Did European Commission employees provide documents to A. Venediktov, a Russian citizen?
If so, what were the reasons or basis for doing so?
Does the form of «cooperation» described by Venediktov, whereby he obtains sensitive information from EC employees, align with normal practices of the European Commission’s offices?
In light of the circumstances, will the European Commission continue to engage in any form of cooperation with Venediktov, such as providing sensitive information, granting interviews, or inviting him to events?

— Alexey Venediktov has recently stated more than once that he is a businessman, a retiree, and not a media editor.

— Venediktov has repeatedly and publicly disclosed that he is friends with people from Putin’s entourage, including those sanctioned by the EU.

— An investigation by the Russian Anti-Corruption Project as well as investigations by numerous public observers, pointed to Venediktov’s direct connection to non-transparent financing schemes for propaganda projects of Moscow Mayor Sergei Sobyanin (who is subject to EU sanctions), as well as involvement in the justification of electoral fraud.

— Venediktov has openly declared his intent to maintain communication with senior EU officials, indicating his ability to influence them.
