Ukrainian Foreign Ministry spokesperson Heorhii Tykhyi said today that Kyiv is open to targeted agreements, noting that five partial ceasefire formats are being developed with the support of international partners. Meanwhile, data from the Russian Finance Ministry indicates that the Kremlin is increasing its military spending to a record 17 trillion rubles, committing to a protracted campaign to wear down its opponent.

Five Partial Ceasefire Formats

Ukraine recognizes the difficulty of securing an immediate and comprehensive peace—to which it agreed in 2025—and is willing to pursue incremental steps and sectoral truces. These proposals cover maritime security in the Black Sea brokered by Turkey and Egypt, as well as safeguarding food exports with active Indian participation. A separate track involves a mutual halt to strikes on critical energy infrastructure, where the United States and India, led by External Affairs Minister Subrahmanyam Jaishankar, are serving as the primary intermediaries.

Kyiv’s main strategy focuses on involving countries of the Global South, particularly India, alongside Western allies to apply diplomatic pressure on the Kremlin from multiple directions. Without Moscow’s consent, however, these proposals cannot take effect.

The Kremlin’s Calculation and Society’s ‘Bewitched Sleep’

Photo: kremlin.ru

An examination of the Kremlin’s actions, assessments by independent experts, and polling data show that Vladimir Putin is unwilling to compromise, while his centralized control over decision-making allows him to ignore outside initiatives.

In practice, decisions regarding negotiations and ending the war rest solely with Putin, and the Russian public has no means to influence him. According to a study by the European Council on Foreign Relations (ECFR), Russian society remains in a state of profound apathy. Citizens view the war as an unalterable reality and anticipate that it will continue into the 2030s.

The most telling finding of the ECFR study is that years into the invasion, Russians still struggle to identify its cause and remain confused about its goals. Public responses rely on stock phrases, ranging from a “preemptive strike” to “protecting the Donbas” and resisting “European pressure.” Furthermore, citizens do not clearly understand whom they are fighting: Ukraine, NATO, or “Western puppet masters.”

This confusion is the product of scattershot state propaganda that repeatedly shifted official narratives. For the Kremlin, such disorientation facilitates political control. When the public does not know why the war began, it cannot assess whether its objectives have been met, leaving society ready to accept whatever leadership chooses to label a victory. Facing no domestic pressure, Putin can disregard Ukrainian proposals and continue the fighting.

External Levers of Pressure

In the absence of domestic opposition, only external actors critical to the survival of Russia’s economy and military apparatus can exert influence on Putin.

Western sanctions have reconfigured Russia’s economy, leaving it dependent on Asian markets. China, Saudi Arabia, and India hold significant leverage over Russia’s economic stability. Beijing supplies dual-use electronics and buys energy resources. Riyadh influences global oil prices, where an increase in Saudi production could rapidly cut Moscow’s revenue. New Delhi provides critical logistics and trade corridors.

Western arms transfers prevent Russian forces from securing a decisive victory, while the Global South largely dictates Russia’s remaining financial resources. Without a policy change from Asian partners or a sharp decline in oil prices, diplomatic efforts alone are unlikely to compel Moscow to agree to sectoral truces.

5

Ukraine is actively exploring workable mechanisms for a partial ceasefire.
