Minister of National Defense Władysław Kosiniak-Kamysz emphasized that the release of resources will provide financial momentum to accelerate deliveries of Apache helicopters. According to him, such financing mechanisms are extended exclusively to Washington’s key allies. Officials from the U.S. Embassy in Warsaw characterized the tranche as a logical continuation of joint efforts to deter potential aggression and uphold European security.

Poland Emerges as Europe’s Largest Land Army

Warsaw’s reliance on the American defense industrial base remains consistently high. Between 2021 and 2025, Poland solidified its position as the largest arms importer within NATO, with 44% of all foreign procurements coming from U.S. manufacturers. Major acquisitions include Abrams main battle tanks, Patriot air defense systems, and HIMARS multiple-launch rocket systems. The total cost for 96 AH-64E Apache attack helicopters, logistics, and munitions reached $10 billion, which will make Poland the world’s second-largest operator of the platform after the United States itself.

NEWSROOM IN notes: following the events of 2022, Poland launched an extensive rearmament program, increasing defense spending to a record percentage of GDP among all NATO allies. In 2025, Poland’s defense spending reached roughly 4.5%–4.7% of GDP, while the adopted 2026 national budget allocates more than 200 billion zlotys (approximately $55 billion) to national security, representing an unprecedented 4.8% of GDP.

The newly signed deal marks the sixth under the FMF program, bringing the total volume of support received by Warsaw through this framework to nearly $20 billion. The pace of acquisitions is expected to continue, sustaining the Polish armed forces’ transformation into the largest conventional ground force among European NATO members.

The Structure and History of the FMF Mechanism

The Foreign Military Financing (FMF) program is a specialized U.S. Department of State mechanism administered by the Department of Defense. Established during the Cold War and codified under the Arms Export Control Act of 1976, the program is tailored for Washington’s strategic partners and allies.
