The development was announced on September 7 by European Commission President Ursula von der Leyen. The partnership expands upon previous framework arrangements between Nuuk and Brussels, cementing Greenland’s role as a key raw materials and geopolitical partner for the EU in northern latitudes.

Where the Funds Will Go

Under the agreement, investments will be directed toward the island’s economic and social projects throughout 2026 and 2027. In particular, digital infrastructure will undergo modernization, alongside development initiatives in energy, tourism, education, fisheries, and residential housing. Both parties place particular emphasis on environmentally sustainable mineral extraction.

According to von der Leyen, Greenlandic initiatives are backed by tangible financial commitments, underscoring the Arctic region’s strategic importance to the European economy. In practical terms, this represents a concerted bid by the EU to secure substantial influence on the island. The bloc is allocating these funds not as an act of philanthropy, but out of strategic interest in Greenland’s critical raw materials—such as rare earth elements vital for technology and clean energy—as well as its advantageous geographic position.

The Dispute Over Greenland

NEWSROOM IN notes that following the start of Donald Trump’s second presidential term, Greenland became a focal point of intense diplomatic friction among Washington, Brussels, and Copenhagen. The American president repeatedly indicated that the United States held an interest in Greenland so strong that Washington was prepared to acquire it. However, authorities in both Denmark and Greenland consistently and categorically declared that the territory was not for sale.

Copenhagen’s response to US posturing was unprecedented. Danish authorities formally designated the United States as a “potential threat to national security,” while the Danish Ministry of Defence reaffirmed a Cold War-era directive: in the event of any attempted foreign incursion into Greenland, Danish forces are instructed to open fire without awaiting clearance from central command.

Danish officials also initiated a broad diplomatic effort within the European Union to marshal support for the territory. Danish Prime Minister Mette Frederiksen warned that any aggressive US posture toward Greenland would precipitate the “end of NATO.” Leading EU member states—including France, Germany, and Poland—have already signed a joint declaration affirming their support for Danish sovereignty over the island.

Premier of Greenland, Jens-Frederik Nielsen articulated the island’s position unequivocally: “If we have to choose between the US and Denmark, we prefer to remain part of the Kingdom of Denmark.” During high-level talks between the two premiers, Nielsen reaffirmed: “Greenland chooses NATO, the Kingdom of Denmark, and the European Union.”

The European Union has concluded a €200 million strategic partnership agreement with Greenland.
