According to Trump, the resources transferred to Kyiv and NATO free of charge should have been financed by Europe from the outset.

Assessment of Aid Volume

Trump estimated American expenditures on weaponry and ammunition at $350 billion, asserting that the US had transferred more ammunition to Ukraine than it used in Iran. However, official figures diverge substantially: Ukrainian President Volodymyr Zelenskyy previously estimated the volume of US military aid at approximately $67 billion, and financial support at $31.5 billion.

The PURL Program

NEWSROOM IN notes: The White House officially announced the termination of non-reimbursable assistance to Ukraine on November 25, 2025. Deliveries of American weaponry under the PURL initiative are financed by European countries and transferred to Ukraine. The arrangement was launched in the summer of 2024 as a contingency mechanism against a potential freeze in direct US aid caused by legislative disputes in Washington and governance concerns in Ukraine. Consequently, NATO transitioned from a political coordinator into a procurement agent facilitating an uninterrupted supply pipeline from the United States.

Military consignments authorized by 46th US President Joe Biden were executed via the Presidential Drawdown Authority (PDA) framework, established under the Foreign Assistance Act of 1961.

This statutory instrument permits the US president to rapidly transfer defense articles, armaments, munitions, and support services directly from existing Department of Defense (Pentagon) stockpiles to foreign nations or international organizations without case-by-case congressional approval. Assistance provided under this authority constitutes a non-reimbursable grant. No legal mechanisms exist that would permit retroactive recoupment of sovereign US budgetary expenditures from third-party nations or the NATO alliance.

US President Donald Trump has announced his intention to demand full reimbursement from European nations for funds spent by the United States on military aid to Ukraine under the Joe Biden administration.
