Zelenskyy characterized this meeting as an «activation of negotiations», where he plans to present «developed solutions» to partners and aim to resume prisoner exchanges.

Kremlin’s Perspective on Turkey Peace Talks

For outside observers, the Kremlin’s stance appears to be an attempt to avoid the perception of outright rejecting peace initiatives. By stating they «will wait for information», Moscow effectively places the onus for any lack of direct dialogue on Kyiv and its international partners.

Peskov further clarified that any dialogue with President Putin can only be initiated once a participant from the Istanbul meeting steps forward as a mediator, a condition that grants the Kremlin control over the extent and nature of its engagement.

Moscow is therefore adopting a wait-and-see approach, asserting that it is not a direct party to the current diplomatic process but remains open to reviewing its outcomes if they are formally presented.

Previous Stalemate and Turkey’s Role

NEWSROOM IN notes that Turkish Foreign Minister Hakan Fidan stated in early November that Turkey stands ready to host new peace talks between Russia and Ukraine, along with a potential leaders’ summit in Istanbul. He has repeatedly affirmed in various public forums that the conflict between Ukraine and Russia will ultimately conclude through negotiations, and that Turkey remains the sole negotiation venue acceptable to both opposing sides for such talks.

It is also recalled that the negotiation process between Moscow and Kyiv resumed in Istanbul in 2022. However, after three rounds of meetings (in May, June, and July), no significant progress was achieved, beyond regular prisoner exchanges. The deadlock stemmed from the Kremlin’s stance and its ultimatum demands, which included territorial concessions and an unwillingness to agree to a ceasefire without these concessions. Ukraine, for its part, has consistently stated its lack of interest in accepting these demands.

On November 12, 2023, Ukraine’s Deputy Foreign Minister Serhiy Kyslytsia declared that peace negotiations with the Russian Federation for that year had effectively concluded without results and were currently suspended.

The Kremlin announced on November 18 that President Vladimir Putin is «open to a conversation» regarding the outcomes of upcoming Turkey talks, should any participants choose to brief Moscow, according to Kremlin spokesman Dmitry Peskov.
